Presentation of the Institute

The Institute of Quantitative Economics is a Centre of Economic, Social and competitiveness Studies created in 1973. It is a public establishment of non administrative nature under the tutelage of the Ministry of Development and International Cooperation.

Missions and assignments of the Institute

The Institute's activities are set in accordance with and reflect the development objectives through notably :

  • The conduct of economic and social studies relating notably to development perspectives and the impact of  policies and economic and social reforms on development objectives, for the account of the ministry of tutelage and other public and private institutions.

  • The following and analyzing competitiveness of the Tunisian economy and its determining factors.

  • The elaboration and development of the necessary techniques, indicators and databanks.

  • The development of working relationships and exchange with other research institutes of similar profile, including cooperation in the form of contracts with specialized institutions.

  • The organization of training cessions for the benefit of the staff and  participants from relevant national institutions, animated by qualified professionals among the staff or experts and academics from Tunisia and abroad.

  • The mobilization of national and foreign expertises with a view to participating in the realization of the activities of the institute.

Organisation

The organization chart of the IEQ fixed by the decree 98-2135 from November 2 1998,  contains the Head office and four Departments :

  • The Department of  Economic Studies charged  with global and sector-based studies on the Tunisian economy, its growth and its perspectives.

  • The Department of Social studies charged with studies concerning the social aspects of development of Tunisia.

  • The Department of the National Observatory on Competitiveness of the Economy charged with   the follow-up and the analysis of the competitiveness of the Tunisian economy, and the elaboration of  the necessary quantitative and qualitative indicators as well as methodologies and data banks.

  • The Department of Assistance to Research entrusted to coordinate the activities of assistance and support to studies departments, and to maintain and further develop the information system of the IEQ.

The IEQ is, also, equipped with a scientific council with consultative character, who's task, among others, to give its opinion on questions relative to the program of studies and research of the Institute, the realized studies and the adopted methodologies and on any other issues with scientific character submitted to it.

Economic and social studies

These studies are ordered by the ministry of tutelage or other structures to help the decision-maker in identifying the appropriate  policies, in particular with respect to development plans.

These studies are conducted by the staff of the Institute with the involvement of experts or academics, or within the framework of cooperation agreements with foreign entities.

The main studies completed so far 

Foreign trade:

  • Evolution and trends of effective protection of economic activities,

  • Effective protection and incentives for cereal activity,

  • Agro-food trade: comparative advantage and specialization.

Domestic and Foreign financing:

  • The foreign debt of Tunisia.

  • System of the exchange risk cover,

  • Strategic study of foreign financing of the Tunisian economy .  

Tax system

  • Evolution of the burden of taxation,

  • Impact of the institution of the value added tax (VAT).

Productivity

  • The partial productivities of production factors. 

Other studies

  • Impact of production costs on consumer prices.

  • Analysis of the evolution of consumer prices.

  • Study of the role of new technologies in the development and growth process Scenarios on development perspectives through 2010.

  • Relation between growth and employment.

  • Study of the impact of the enlargement of the European Union on the Tunisian economy.

National observatory of Competitiveness

 

The National observatory of Competitiveness is created within the Institute of Quantitative Economics to follow up and analyze the competitiveness of the Tunisian economy.

 

Achievements of the observatory

  • Annual report on the competitiveness of the Tunisian economy,

  • Follow-up and analysis of the competitiveness of the Tunisian enterprise in its qualitative dimension.

  • Survey of the international economic environment and assessment of its impact on the Tunisian economy.

 

Elaboration and further Development of the techniques and tools of analysis including modeling

 

Modelling: IEQ has been charged with the preparation of scenarios for development perspectives over the medium and long term. In this setting, the Institute has developed several models including:

  • The Sector-based model for the preparation of scenarios with the objective of assessing the impact of the policies pursued and international environment change.

  • Computable General Equilibrium model.

  • The Inter sector-Exchange Table (update).

The databanks in the fields of macroeconomics and the social data.

 

Cooperation

The IEQ has over the years intensified its openness to similar organisms for the exchange of experiences by establishing cooperation programs in the fields of training and scientific exchange. In this setting several cooperation agreements have been established with

  • The Centre of Prospective studies and International Information- CEPII .

  • Arab Planning Institute- API-  Kuwait.

  • National Institute of Planning-INP-Cairo.

  • The French Agency for Development-AFD.

The IEQ assures the general secretariat of the  Association of Arab Institutes and Centres of Economic and Social Development - AICARDES - since its creation in 1977.

The IEQ is member of Inter-Regional Co-ordinating Committee of Development Associations-ICCDA.

Publications

The IEQ publications are compiled in a journal titled '' Les Cahiers de l’IEQ '' 19 issues of this publication are available so far.

The first number of a biannual bulletin has been recently published.

 

Documentation

Since its creation, the IEQ has put in place a specialized centre of documentation in order to value its scientific and technical expertise and improve on it. This Centre is open to researchers, academics and decision makers. 

  • The Centre of documentation of the IEQ has a specialized library comprising a  rich fund of books and references issued by international organizations and research centres . The current documentary fund of the IEQ includes about: 7300 books, 200 titles of magazines and 19000 selected articles from the scientific magazines and more of 1700 titles of the publications of the World Bank.

  • The IEQ is depository in Tunisia of the publications :

- Of the World Bank since April 1994,

- Of the International Monetary Fund since March 2005.

  • The Library of the institute offers the following services: research through the bibliographic data bases, listings according to specialties, research on Internet…

     

Training                  

Training occupies a place of choice in the IEQ strategy and aims to further develop the human resources capabilities of the IEQ and other entities through update and acquisition of new knowledge and techniques and mastery of  the new technologies of information and communication.

IEQ aims to achieve a yearly training schedule that rests on the following components:

  •  The improvement of the expertises of the staff through the organization of specialized training programs and cessions.

  • Capacity building of the staff through participation in joint studies with other institutes of similar interests.
